Part Ten: An Advocacy Agenda for the Remainder of the Decade

The earlier parts of this guide identify the major decisions, risks, and unresolved questions that will shape the 2030 Census. This final part turns that analysis into an advocacy agenda for the years ahead.

Not every issue will require the same strategy or the same coalition. Some decisions will be made through research and testing. Others will depend on funding, procurement, litigation, departmental policy, or congressional action. And new risks will almost certainly emerge as the design becomes more detailed.

Advocates therefore need both a set of minimum standards for the census and a way to act before consequential decisions become difficult to change. The sections that follow identify the guardrails that should apply across the 2030 Census and the priorities that should guide oversight, research, public engagement, and advocacy through Census Day and the release of the final data products.
